Policy is a promise. It is kept or broken in the last mile.

Jeff advised the executive staff of the New York City Department of Correction on Rikers Island reform initiatives. Earlier, at EmblemHealth, he worked on the initial rollout of the Affordable Care Act in New York City. Both experiences taught him the same lesson from different directions.

Good policy design is necessary but rarely sufficient. Initiatives stall on translation, trust, front-line capacity and the lack of feedback from the point where a policy meets a person. Jeff calls this the last mile, and community institutions are its infrastructure.

That dual vantage point, how institutions make decisions and how those decisions reach people, is what Jeff brings to governments, foundations, employers and civic institutions designing public-private initiatives.
